If one only pay the $10 instead of the $50 for pdga membership (I'm not going to play 5 pdga events this year probably.) and then through some hypothetical miracle I shoot then lights out and get a USDGC spot can I still go?

No.
You have to be a current member with an established rating.

Anyone who has yet to registar at the ODSA, can you please do so, it will make registration at the Capital Classic plus other tournaments easier (provided you are a club member).

The USDGC site. But I will confirm.

Is this a "regional qualifying event"? Where did this spot in the USDGC come from?

On the USDGC site, there is a pdf that states that:
Quote:
Competitors must meet the following requirements to qualify for the 2011 USDGC:
 You must have a PDGA Player Rating of 850 or higher
 At regional qualifying events you must play the exact course configuration(s) as the Open Division. Playing on the same days and/or times is not required.

If I bring my 824 up to 850 before the USDGC, is that sufficient?

(In case you hadn't noticed, I'm REALLY bummed about this at the moment)

Unfortunately for you Mark that document is bible. This is the PDGA Canada's spot for the east and abides by the qualification doc. I will post this on the first page as well. Sorry man.

If it means anything, I would've loved it if you went to the USDGC. I would follow you every inch of the (fair)way.
