Off the top of my head, I am going to have to say no. Same logic as if the disc landed on top of the basket. It technicaly is sitting on the top.

Without checking the rules I'm going to say no. Doesn't the disc have to come to rest in the basket or chains? This disc appears to be supported by the top of the basket.

B. Disc Entrapment Devices: In order to hole out, the thrower must release the disc and it must come to rest supported by the chains or within one of the entrapment sections. This includes a disc wedged into or hanging from the lower entrapment section [as we saw at the Capital Classic] but excludes a disc resting on top of, or hanging outside of, the upper entrapment section. [as in your photo] The disc must also remain within the chains or entrapment sections until removed.
