Here is what they are talking about.
http://pellucid.com/conrad/pdga/rules2011.html
The most interesting thing to me was no followthrough step within 30m of the basket. Eliminates putt jumping within that range but allows it outside...Pain in the ass for TDs to have to mark on each hole, but eliminates jump putt foot fowling when in that range
All this is just a discussion at this point _________________ meh

...and the second most interesting thing is that wedgies won't count for holing out when the new rulebook is published... _________________ Go Sens! |

Quote: | - There are at least two ways for them to be illegal: Releasing after the plant foot behind the lie has left the ground, and making contact in front of the lie before release.
- A good number of them are not technically legal. After video review, it appears that up to a third are clearly illegal. That's not a good situation.
- A jumping or walking putt in tall grass is almost certainly illegal, since the player will contact part of the playing surface ahead of the lie before release.
- Determining whether the putt was legal with the naked eye is virtually impossible, so no one ever makes the call.

I'm pretty sure they're talking about the rules because they've been reading our forum. _________________ Boyle says BOOM! |

Quote: | I would also leave a default, that if no mark is provided, then you
are allowed to have falling putts at any distance (an option we had
already considered anyway). It would not take much for a TD to step
off the distance and poke a flag into the ground on courses where
there is not a permanent marker. If this catches on, most heavily used
courses would probably cement a post into the ground at the edge of
the fairway. Or better yet, plant a stone or cinder block on the line
of play 30 m from the most common pin placement. Most tournaments move
the pins, so flags would still be needed for most tournaments.
|
Yes, it's always a good idea to have the TD do MORE for the tournaments they are running. TDs love doing more and more stuff. _________________ Boyle says BOOM! |

From the same article as the above: http://pellucid.com/conrad/pdga/FallingPutt.txt
Quote: | I know this proposal sounds a bit radical, but we are definitely going
to have to make a major change in order to solve the stance issue. As
we now play, a very large percentage of even the top pros foot-fault
on almost every shot. If we were to drop the warning for foot-fault,
it would be a disaster. If we do nothing, the sport will start to lose
credibility in the sports world, as more media and photo coverage will
illustrate the laxity of our rules. |

Quote: | This rule change was suggested by Dave Gentry, who has granted
exemptions that allow a TD to declare a drop zone to be used for
lost disc on a particular hole. It's very useful for extreme
downhill holes, so that the player does not have to climb all the
way back up.

Quote: | Recommendation: Q & A's
Currently, the 38 Q & A's have no official status. They are simply illustrative in nature,
to be used as guidelines when it is not clear how a particular rule should be applied. That has led to some confusion as to whether they are enforceable as rules.
This recommendation is an attempt to alleviate that confusion. By comparison, the USGA has a Decisions Book which, in a similar vein, describes specific cases that illustrate how the rules of golf are to be applied. Those decisions carry the full force of rules.
That's the direction the PDGA should move in. Simply declaring the Q & A's to be official is not the best path, as they were not written with that goal in mind. Many of them need to be updated to reflect the latest rules revision, or possibly new thinking on the part of the Rules Committee.

I haven't read the pellucid thread, but do I understand correctly that
1) A rules amendment is under discussion that would see the follow-through rule changed to *gasp* 30m; and
2) the rules committee is afraid to amend the stance rules because *gasp* a full one-third of pros wouldn't be able to comply with the rule because they are breaking the rule all the time right now but just not getting called for it?
Disc golf could do away with the 10m rule (or the 30m rule) altogether. An illegal jump putt is still an illegal jump putt in this situation. Think of what the consequences of this would be: more putts made from 20' and no more asking "am I outside 10m?" What's the big deal?
It's like saying "no slapshots from inside the blue line". The 10m (and extended 30m proposal) both stink, IMHO.
Re. pros and foot faults: This is THE REASON the rules need to be changed. They aren't followed! Somebody needs to grow a spine and tell Shultz or Rico or Jenkins, or whoever that they didn't hit their mark. The quote comes from Dr. DG (Volkes?) who is stating that most players are cheating or taking liberties so therefore the rules need to be changed to make sure this doesn't happen anymore. He wants the Jump Putt pretty much eliminated and as such has come up with some pretty radical ideas to solve the problem. This one will remain out of the recommended changes.
