Scenario,

Nine hole course

- What colour are the short and long tees?
- Do you label 9 longs or call it 10?

S = Red

Long = Blue

Color doesn't matter really though

I would call them 9 shorts and 9 longs

I would also say it is different if the tee is 20' back from the "shorts" or if it is a different shot. Until we got our parks department to allow 18 baskets at my home course in Indiana we created 2 sets of unique tees for each hole and considered it an 18 hole course with 9 baskets.

First course I played on, in Calgary, had 9 baskets but tees were numbered 1-18. Very different holes. Not just longs and shorts.

The Watertower course in Barrie has 18 baskets and 36 tees (longs and shorts) and while the shorts are shorter, 15 of the 18 tees are very different shots. Numbered 1-18.

Is that the course that had an issue with poison ivy? do you know if that has been addressed?

There were warnings on their main sign (their main sign and their tee signs were beautiful) about poison ivy, even giving pictures of the plant in spring and summer, but I didn't see any on the course. I'm no expert, though, and I wear long pants.
