I sent a message to Conrad Damon of the PDGA rules committee to see if he can clarify this.

I should hear a response hopefully in the next few days....

Just pointing out that the whole "farthest from the tee" logic only applies after the entire group has teed off so some of the banter between Thumber and Atos was irrelevant.

I think he's trying to say that if you've gone out of bounds means that you haven't teed off.

I agree with the final assesment.

You can hope. If you've given conrad a question that he doesn't feel like answering, he'll push you off, and then he'll give you some sort of answer that is totally non-commital. Use "Good judgement", or you might want to do this, or it might be a good idea to do that is close to what I'd expect on this. You may have to wait for a PDGA rules committee meeting to happen before you get an answer. Too bad he can't tell you he'll table it there without being asked twice.

If all you get is blunt silence, it's because you've found a loophole in the rules that is so embarassing, that he'll just hope you go away. He'll likely just dismiss you forever as a crazy.

Here's a response from Chuck Kennedy:

Doesn't matter. Normally the group would continue throwing in order and the player would shoot after they were done. If the group agrees to let the player throw right away then that can be done.

Pretty non-commital.

That's the way it's done though.

If you throw a shot OB off the tee, and you choose to re-tee, when do you throw the shot. Immediately, after everyone else goes or when you choose.

Take a look at the following video:

Its final round footage of the 2011 Stockholm Disc Golf Open, skip to the 7:00 min marker and you'll see the 4 some of Kallstrom, Locastro, Feldberg and Leiviska. They are at Hole 21 a par 3 with an Island green everything else is OB, Feldberg shoots third and is the only one that goes OB then proceeds to shoot last off the tee for his 3rd shot.

So it sounds like if you go OB off the tee you throw last.

Yeah, I wouldn't put much credence in what a rules official in Sweden did or didn't do.

Read the PDGA forum for some great reviews on PDGA rules officials.
